A brief summary follows: Existing digital coverages examined during the editing process included: 1. /regional/base/waterpol 2. /regional/natural/water 3. /regional/natural/wew_exist 4. /regional/natural/nwiall 5. /regional/tmp/stm_chan_adj (from CE /wet) 6. /projects/basins/ditch96 ---- (David Cutting said this 12/17/96 file was the most current version at that time.) 7. /regional/natural/lane_riv Ask Sharon Budzier and David Cutting for details about the evolution of the ditch96 layer. Eugcreek contains Arc attributes that have a Source code which identifies the department or Agency that added the arc: cepwn = city of eugene public works maintenance cewei = city of eugene public works engineering info team cewrt = city of eugene public works water resources team lcog = lane council of governments nwi = national wetlands inventory usgs = us geological survey (dlg's) wwc = woodward clyde Quality ratings were assigned to source coverages as follows: Quality 1 - Maps built using COGO from surveyor's notes. GPS field observations differentially corrected. Quality 2 - Maps that meet National Map Accuracy standards. 90% features within 40' at 1:24,000 scale. Quality 3 - Low confidence in accuracy, reliability. Unclassified, unknown accuracy. At the beginning of the project the following coverages had their arcs calc'd as follows: Coverage source quality ditch96 nwi 2 cewei 2 cewrt 2 lane_riv epa 3 crk8 usgs 2 nwi_line nwi 2 stm_chan_adj cewei 2 A reference ap file called taxpipes (taxlots, stormwater pipes, section lines) was used during edit sessions. The airphoto image: /regional/airphoto/metro (1994 black &amp; white section centered photography) was also used as a backcover, in many cases to confirm and locate water features. Although these section centered images were adjusted to fit the parcel file there are always some spatial distortion between multiple layers of information in GIS, in this case adjusting creek locations relative to the parcel file, stormwater pipes, VANGO point data and the metro airphoto. As of July, 1997, the open channels were adjustted relative to those sources. An intermediate set of 20 checkplots at 1":=400' scale was produced after an initial round of edits and carefully reviewed by personnel in the City of Eugene Public Works department for accuracy and completeness. Further edits were identified during this process, subsequently incorporated into the file and a final set of 20 plots was generated. Final plots, the digital files, an 8mm DAT tape with a copy of the full project directory and all intermediate checkplots were delivered to the City on 8/5/97.</othercit>

<procdesc>The line coverage describing Eugene open channel creeks is updated on an irregular, as needed basis. This coverage has undergone extensive evolution over the years, incorporating linework from a variety of sources, including USGS, the National Wetlands Inventory, City of Eugene Public Works field and office personnel, aerial photography, and other sources. As information considered to be more accurate becomes available it is incorporated into the digital map layer. For additional detail see Sharon Budzier, City of Eugene Public Works GIS Info team. The current version of the layer represents two careful examinations of all stream courses by LCOG and City of Eugene Public Works personnel. Like any complex, interconnected digital data improvements in accuracy will occur over time as field personnel note corrections in drawings and writing and relay that information back to GIS map editors.</procdesc>

This coverage has undergone extensive evolution over the years, incorporating linework from a variety of sources, including USGS, the National Wetlands Inventory, City of Eugene Public Works field and office personnel, aerial photography, and other sources. As information considered to be more accurate becomes available it is incorporated into the digital map layer. For additional detail see Sharon Budzier, City of Eugene Public Works GIS Info team. The current version of the layer represents two careful examinations of all stream courses by LCOG and City of Eugene Public Works personnel. Like any complex, interconnected digital data improvements in accuracy will occur over time as field personnel note corrections in drawings and writing and relay that information back to GIS map editors.</stepDesc>

GPS field observations differentially corrected. Quality 2 - Maps that meet National Map Accuracy standards. 90% features within 40' at 1:24,000 scale. Quality 3 - Low confidence in accuracy, reliability. Unclassified, unknown accuracy. At the beginning of the project the following coverages had their arcs calc'd as follows: Coverage source quality ditch96 nwi 2 cewei 2 cewrt 2 lane_riv epa 3 crk8 usgs 2 nwi_line nwi 2 stm_chan_adj cewei 2 A reference ap file called taxpipes (taxlots, stormwater pipes, section lines) was used during edit sessions. The airphoto image: /regional/airphoto/metro (1994 black &amp; white section centered photography) was also used as a backcover, in many cases to confirm and locate water features. Although these section centered images were adjusted to fit the parcel file there are always some spatial distortion between multiple layers of information in GIS, in this case adjusting creek locations relative to the parcel file, stormwater pipes, VANGO point data and the metro airphoto. As of July, 1997, the open channels were adjustted relative to those sources. An intermediate set of 20 checkplots at 1":=400' scale was produced after an initial round of edits and carefully reviewed by personnel in the City of Eugene Public Works department for accuracy and completeness. Further edits were identified during this process, subsequently incorporated into the file and a final set of 20 plots was generated. Final plots, the digital files, an 8mm DAT tape with a copy of the full project directory and all intermediate checkplots were delivered to the City on 8/5/97.</otherCitDet>
